Russia’s ChelPipe co-owner detained for attempt to bribe official

MOSCOW, Mar 13 (PRIME) -- The Russian police have detained Andrei Komarov, a co-owner of Russian pipe maker Chelyabinsk Pipe-Rolling Plant (ChelPipe), and his lawyer Alexander Shibanov for an attempt to bribe a civil servant, the police press office said Thursday.

The police have revealed that one of ChelPipe’s subsidiaries illegally received 1.8 billion rubles from the budget in 2011. In order to conceal this fact, Komarov and Shibanov offered U.S. $300,000 to an official, who was in charge of verification of the validity of budget funds’ spending, to falsify documents.

The Investigative Committee spokesman Vladimir Markin said that Shibanov was detained while passing money to the official, and Komarov was arrested later.

Shares of ChelPipe fell 6.4% on the Moscow Exchange after the police’s announcement.

Komarov has been a member of ChelPipe’s board of directors since 2011. He is also a co-chairman of non-commercial organization called the Fund of Pipe Industry Development.

ChelPipe is one of Russia’s largest industrial groups in the metals and mining sector with an about 20% share on the pipe market.
